Job Description

The Human Resource Officer – Recruitment provides key support in HR functions, including but not limited to talent acquisition and onboarding, personnel file management, HR information system administration, and daily human resource administrative activities.


Roles & Responsibilities

Talent Acquisition

  • Lead all recruitment activities under the guidance of the Senior Human Resource Officer (job adverts, shortlisting, interviews, recruitment, contracts, and personnel files).
  • Source applicants through multiple strategies, including online channels and job fairs.
  • Create job descriptions and interview questions, shortlist candidates, and plan and schedule screening, assessments, and interviews.
  • Develop and implement end-to-end hiring processes to ensure a positive candidate experience.

Staffing Planning

  • Collaborate with HR leadership to identify staffing needs and develop job descriptions, qualifications, and timelines for open roles.

Screening & Interviewing

  • Review applications, conduct initial phone screenings, and coordinate interviews with hiring managers.
  • Ensure interview processes are structured and align with organizational needs.
  • Assess candidate information, including CVs, portfolios, references, and background checks.

Data Management

  • Maintain accurate records of recruiting activities, including applicant tracking, interview feedback, and evaluations.
  • Prepare all relevant documents, forms, and contracts, ensuring timely collection of information and coordination throughout recruitment and onboarding.

Candidate Experience

  • Foster a positive candidate experience through effective communication and engagement at each stage of the hiring process.
  • Facilitate the timely enrollment of new staff into medical benefit plans and GPA, supporting issue resolution.
  • Provide orientation for new employees, including reviewing policies, explaining benefits, and obtaining document signatures.
  • Stay informed on regional and local trends, challenges, and opportunities related to recruitment.
  • Utilize data-driven approaches to monitor recruitment metrics and improve processes.
  • Ensure compliance with policies and applicable laws throughout the recruitment process.
  • Provide regular updates to management on recruitment activity and candidate pipelines through timely updates of recruitment trackers.

Metrics and Reporting

  • Track and report on key metrics (e.g., time-to-fill, offer acceptance) to improve recruitment strategies.
  • Maintain talent acquisition and management processes, providing regular progress and outcome reports.

Requirements and Experience

Qualifications

  • Bachelor’s Degree in Human Resources Management or related discipline.
  • Post Graduate Diploma in Human Resources Management.
  • 3–4 years of relevant professional experience in human resources.

Skills & Competencies

  • Strong knowledge of HR data management processes and systems, with the ability to analyze and interpret data.
  • Experience with full-cycle recruiting, using various interview techniques, evaluation methods, and Applicant Tracking Systems.
  • Proficiency in documenting processes and keeping up with trends and best practices.
  • Demonstrable skills in digital media outreach and HR databases.
  • Experience working with an International NGO.
  • Discretion and confidentiality in handling HR information.
  • Well-organized, process-oriented, and detail-focused.
  • Strong written and spoken communication skills.
  • Strong interpersonal skills and ability to work independently.
  • Excellent IT skills, including HRIS, MS Office, and Google Suite.
  • Strong training and facilitation skills.
